In order to improve the quality and the health service efforts focused on primary health care as an integrated effort organized through the clinic.

It was supposed that the approach to quality-oriented plenary customer or patient satisfaction becomes the primary strategy for the organization of health services in Indonesia, so that still exist in the midst of global competition tighter.

Along with that, there has been a change of socio cultural society increasing socio-economic, educational level and knowledge of the community that causes the increasing demands of society will also quality health services and quality
This study generally aims to determine the quality of health services at district health center Upa Rappocini Minasa Makassar in 2006.

Type of observational study is a descriptive approach to the number of samples is 100 people.
Results of the study showed that the quality of health services based on the officer’s behavior, availability of, and empathy of health workers in district health center Rappocini Minasa Upa Makassar City in 2006 categorized both.

Health workers are advised to be more friendly attitude with patients and demonstrate empathy in patients with attention, understand their needs and implement service behaviors as well as possible, and the need for additional medical facilities and supporting non-medical health services in Puskesmas Minasa Upa .
